Policy and Governance Structure for the Sustainable Development of Uthai Thani Old Town

1. Uthai Thani Old Town Conservation and Development Committee This committee is responsible for directing the conservation and development of the historic area while preserving its cultural and historical value. Its key responsibilities include: 1.1 Developing guidelines, measures, master plans, conservation plans, operational plans, and regulations for the conservation and development of the Old Town area.1.2 Providing consultation and recommendations on construction or development projects undertaken by government agencies, state enterprises, or other public organizations within the Old Town area. 1.3 Coordinating, monitoring, and supervising the implementation of development projects to ensure alignment with the established policies and plans.

2.Provincial Working Group for Driving the Sustainable Development Goals (SDGs) This working group plays a key role in integrating the United Nations Sustainable Development Goals (SDGs) into provincial development planning. Its responsibilities include: 2.1 Promoting and supporting the application of the SDG framework as a reference for defining development goals, strategies, and policy directions for Uthai Thani Province.2.2 Coordinating with relevant government agencies to collect and align development projects funded within the province with the provincial SDG implementation framework.2.3 Providing recommendations and opinions on government projects and activities to ensure alignment with the province’s SDG implementation strategy.

3.Working Group for Addressing the Water Quality of the Sakae Krang RiverThe Sakae Krang River is an important natural resource for the province in terms of ecosystem services, community livelihoods, and tourism. The working group is responsible for protecting and improving the river’s environmental quality through the following actions:3.1 Monitoring and collecting data on water quality conditions, causes of pollution, and environmental situations affecting the Sakae Krang River.3.2 Developing strategies and action plans to address water quality issues and ensure effective implementation.3.3 Coordinating and integrating efforts among relevant agencies to control pollution sources and monitor the river’s environmental conditions.

4.Provincial Committee and Working Groups on Climate ChangeThe province has established a climate governance structure consisting of three main bodies:4.1 Provincial Climate Change Steering Committee This committee sets policies and coordinates climate-related actions in alignment with national policies and plans, including:• The national greenhouse gas reduction strategy• National climate adaptation plans• Thailand’s Nationally Determined Contribution (NDC) Action Plan 2021–20304.2 Provincial Working Group for Greenhouse Gas ReductionResponsible for planning and implementing activities aimed at reducing greenhouse gas emissions at the provincial level and ensuring progress toward climate mitigation targets.4.3 Provincial Working Group for Climate Change Adaptation Responsible for planning and implementing adaptation measures to address the impacts of climate change and strengthen the resilience of local communities and ecosystems.

5. Public–Private Joint Committee for Economic Development of Uthai Thani ProvinceInsert your text here5.1 Developing strategies and driving economic development in the province in accordance with national policies, the National Economic and Social Development Plan, and the National Strategy.5.2 Proposing development projects and economic indicators to secure government funding support.5.3 Integrating cooperation among government agencies, private sectors, local governments, and educational institutions to strengthen the provincial economy and connect development initiatives at regional and national levels.

Provincial Committee for the Prevention and Resolution of Forest Fires, Haze, and PM2.5 PollutionThis committee coordinates the work of government agencies, private organizations, and communities to: • Monitor and prevent forest fires and open burning• Mitigate haze and PM2.5 air pollution• Track and respond to air quality conditions to protect public health and the environment

7. Provincial Committee for Screening Hotel Licensing under the Hotel Act B.E. 2547 (2004)This committee reviews and evaluates applications for hotel licenses and license renewals to ensure that accommodation establishments comply with relevant legal and regulatory requirements.

8. Community Committees of Uthai Thani MunicipalityCommunity committees play a key role in strengthening community participation in local governance. Their responsibilities include: • Developing community development plans• Solving community issues and fostering social cohesion• Encouraging residents to participate in municipal administration and public service management
